It’s a frantic Tuesday!
It’s just noon and woah! It’s getting HOT everywhere! and I do mean that in it’s most literal sense!
Anyway, I’m sorry for getting sidetracked. I know you’re waiting(?) for my blog so I’ll spare you from my yapping and explain todays blog. Today, I’ll tell you what Reparation and Recognition means under RA 10368.
Reparation, under R.A 10368, refers to the obligation of the State to restore the rights and uphold the dignity of the victims, which is part of the right to an effective remedy. It shall be both monetary an non-monetary.
Recognition on the other hand, refers to the acknowledgment by the State of the violations committed against persons who are victims of human rights violations. This shall be manifested by enshrining the names of HRVVs in the Roll of Human Rights Violations Victims.
My reference on that is the FAQs handed out by the staff of HRVCB. It can also be found on their website.
So, in saying that, it means that the reparation could come in monetary terms or in non-monetary terms which would be psychological help mostly for trauma cases, educational help(?) well, I don’t really know that scope but that’s probably it isn’t it? Because, let’s face it, every victim needs help. One way or another.
Next, for Recognition, it means that there would be (finally!) a place where people like me, history freaks, would find good reads and ORIGINAL papers from back in the days where human rights violations were very much known but ignored for safety reasons. Remember when I stopped my blog roll for REMEMBER ML @ 40? it’s because I don’t know what else to write about. That’s all I know and that’s all the available resources. And now… FINALLY! There would be a place I could go to appreciate Martial Law in the Philippines.
Yes, some say that that is the darkest times in the Philippines, but it is more believable now that we have proof and we have LIVING HEROES amongst us who are now living the way they SHOULDN’T be. They’ve done SOMETHING for our country. They FREED us. But I guess, kids these days don’t appreciate their efforts anymore. WE can walk freely now because of them and can talk freely as well but… I guess… we just aren’t taught to appreciate these things anymore.
Maybe, if we can learn? We’ll appreciate it more.
ADDITIONAL NOTES FROM HRVCB:
1. The documents that you would submit would temporarily stay at the care of HRVCB at the time of processing and would later be permanently transferred to a memorial, museum or library. If you want to keep your original documents, you can submit the certified copy of this. You can certify it on site with the Officer of the Day.
2. Direct or Indirect commission of fraud or any other colllusion, falsification, misrepresentations of facts, or any other kind of anomaly in the accomplishment of this form, or in obtaining any benefit under this application shall be subject to CRIMINAL ACTION punishable by 8-10 years imprisonment and other accesory penalties as provided for under Republic Act No. 10368, Sec. 25.
Oh any by the way, HRVCB will have a 2 day filing day for applicants in ANGELES, PAMPANGA on their City Hall from 8:00am to 5:00pm.
