So onto my 2nd day blog for Human Rights Victims Claims Board or HRVCB. Application. Basically, I will tell you… WHO can apply. So, read on!
To be able to file for Reparation and/or Recognition in HRVCB, you must be a Human Rights Victim during Martial Law. And the Human Rights violation/s must be committed by persons acting in an official capacity and/or agents of the State during the period from September 21, 1972 to February 25, 1986.
In addition, you can also file in an applicaion if you are included in the ‘conclusively presumed’ HRV who are listed in Bantayog ng mga Bayani, a claimant of the class suit and direct action plaintiffs in the Human Rights Litigation Against the Estate of Ferdinand E. Marcos in the US Federal District Court of Honolulu, Hawaii who won a favorable judgment.
Lastly, you can file in an application if you are the Legal Heir (Mother/Father/spouse/oldest child of the victim) or an authorized representative of the HRVVs who are deceased, incapacitated or involuntarily disappeared.
If you are an HRV One month before September 21st 1972 and One month after February 25th 1986 you can file in your applications as well provided that they were committed by agents of the state and/or persons acting in an official capacity or for the purpose of preserving, maintaining, supporting or promoting the said regime or to conceal abuses during the Marcos regime and/or the effects of Martial Law.

ADDITIONAL NOTES FROM HRVCB:
1. The documents that you would submit would temporarily stay at the care of HRVCB at the time of processing and would later be permanently transferred to a memorial, museum or library. If you want to keep your original documents, you can submit the certified copy of this. You can certify it on site with the Officer of the Day.
2. Direct or Indirect commission of fraud or any other colllusion, falsification, misrepresentations of facts, or any other kind of anomaly in the accomplishment of this form, or in obtaining any benefit under this application shall be subject to CRIMINAL ACTION punishable by 8-10 years imprisonment and other accesory penalties as provided for under Republic Act No. 10368, Sec. 25.
